It's traditional Chinese characters, as HTC is Taiwan, I'm not very familiar with traditional. But it's "Input password", that's what the box is for, and the button underneath I think is something about phone number. Have you done a factory reset on it or something? What to do, I have no idea, I've never had a HTC. Possibly it's factory reset protection?
