Can't get root access

T-mobile Samsung galaxy s2 t989 won't root i followed the steps down to a tee and still nothing

First i install TWRP and then switched over to CW recovery. That didn't help
then instead of carying over superuser/busybox to my sd; I downloaded it straight onto my sd card and still nothing

Am I missing something
