Root Can't Get Tethering to Work??

Hi, I have a Optimus F3 from Freedompop (LS720V8). I rooted with Stump Root via brute force. Root checker says it is rooted.

I installed WiFi Tether and followed the Wiki in this post. Nothing works to get the SSID broadcasting from WiFi Tether. Can anyone help here?
 
Is there a free option? Is there a way to get the native hotspot function working? (I tried that on both my devices and it says I'm not subcribed to something that is required.)

My F3 is currently not activated. I'm currently using it as a WiFi only Android device and it is rooted running the Advanced V8 ROM.

If I can get a hotspot working on the F3 I'd like to swap back to using my F3 as my phone and use my new Stylo 2 as the WiFi only device.
