Did you buy it new or used?
If it's new it may be a bad phone, if it's used it may be a software glitch resulting from an app install from the previous owner, normally a factory restore will fix these problems.
Just back up the phones contents to your SD or PC and remove the SD card, do your restore and try it out. If the phone was working fine when you got it and the trouble started after, then it might still be an app conflict issue. Not all apps react the same on all phones.
