Can't pull down notifications tab and need to mount storage help pls

Please help...
The top notification tab pull down thing is not working as well as multi task window screen button and the home button. Need to connect my phone to my pc as i have pictures and videos that I need to transfer over and don't want to deal with cloud storage as I hate that stuff with a passion. How do I put my phone in the usb transfer mode if i can't pull down the notification tab to change it to that mode? On the newest android update for my moto x 2nd gen. Anything I can do to fix this? Once I transfer my stuff over i'm going to factory reset. Booted into safe mode and tried going into guest account but for some reason when i click guest it just switches right back over to my account instantly. Even though I can't factory reset in the settings app so that's another shit show i'll have to deal with later. Please help. I have no money to buy a new phone or pay to fix and Motorola had to be dummies and not put a micro sd cart slot in this phone.. Thanks

I assume you are not root-ed.

Is it connected by USB cable to your PC? Are you sure? Usually there are some tones that sound when it is connected.

If it is and the notifications are not present I would ...
Wipe Cache Partition deleting all temporary files and nothing else.
If there was still a problem I would
Reboot into Safe Mode disabling all apps that I added

I have tried using 2 different usb cables hooked up to several usb ports on my pc. No pop ups or sounds were made from either the computer or phone. Already deleted almost all the apps on my phone. Kinda weird because I only have around 5 apps that didn't come on the phone. This issue just randomly happened one morning after I woke up. When i try to wipe cache by going into recovery mode in fast boot menu (power+volume button) all it does is have a android guy lying down with a red exclamation mark saying no command. Then it restarts after a minute or so. Can't wipe the phone using factory reset in the settings app. Feel like I'm sol. Any idea why this is happening?

*EDIT I found out how to wipe the cache partition by holding power and pressing the volume up key once whilst still holding power button. It did nothing and the device is still not functioning properly
