Help Can't receive SMS (Sorry if wrong place)

I just got the SG2 from AT&T and my friend tried sending me a photo, but it stays stuck on "Downloading...". I had turned off my "Use packet data" (because I didn't wanna waste my small 200MB plan right away) and only used Wi-Fi at my home. I went to the AT&T store and the guy turned the data packet on and now I was able to receive the picture. However, I find it hard to believe that I NEED the data packet on to receive pictures on my phone. My old LG Vu sure as hell didn't. Also, my brother (who has the HTC Inspire) also turned off his data packet is able to receive pictures freely. Any help?
 
Keep in mind that receiving a picture message doesn't use any data, its covered under your messaging plan. However, it still has to download the picture.
 
MMS requires data. Typically I'll get a notice that I'm downloading a message that seems to hang (downloads forever). At that point I'll switch on my mobile data, grab the pic, and turn it back off. One of the minor annoyances that comes with being a data control freak.
 
I mean, it uses data, but doesn't count against your data plan, it counts against your messaging plan. So don't worry about having data on to download a picture or video MMS, that doesn't count against your 200 MB.
 
Alright. Thanks. I guess I will have to do that for every pic. Turn on and off constantly. Is there a way I could make the Data Packet a toggle like Wifi and bluetooth?

Also, how come for my brother's HTC Inspire, he doesn't have to have it on to receive his pictures? He's rubbing it in my face >:l
