Help Can't receive text messages

I've looked, and nothing I've found has worked. I can't receive text messages on my rooted S4 which is using a custom ROM. I can send them, call and receive calls. I've tried a third party messaging app, I've rebooted, taken out the sim card, and still no luck. I'd like to avoid a factory reset, any ideas?

Did this issue happen after the rom flash?
Did you flash a rom for your specific carrier?

Odd that you can send, but not receive texts :0 hmmmm.

Have you disabled/uninstalled the stock sms app?

It happened a few days after the ROM flash, I tried uninstalling the stock sms app, tried reinstalling, no luck. I ended up factory resetting and it fixed the problem, hasn't happened since.
