Can't remove annoying popup from web browser -even after factory reset and restore with smart switch

I have this annoying web Browser popup ad that I can't seem to get rid of. I have tried every troubleshooting techniques there are including factory restore and restore data in smart switch. Even tried removing the Samsung browser with ADB the the same thing happens with Chrome. Can anyone assist me with my issue? I will attach photos and share any information you need. It's a Samsung Galaxy S20 5g FE.

Thank you,
Nathan

including factory restore and restore data

After you factory reset the phone are you reinstalling the same apps? The ad might be from one of your installed apps.

If you reset the phone again don't install any apps and see if the ad is still there.

Or to troubleshoot you can boot into safe mode and see if it stops. Your installed apps don't start in Safe Mode so if it doesn't happen in safe mode an app might be causing it.

1. Two options depending on the phone:
--Press and hold the power button.
--Swipe down twice to show the quick settings menu and tap the power icon.
2. Tap and hold Power Off.
3. Select to reboot into safe mode.
