I was having this same problem and this totally fixed my issue but you have to reset your phone after to get it to work. ThanksThis is what my settings are (and it works for me):

OMG, THANK YOU! THIS WORKED FOR ME ALSO! I can note receive AND send MMS now. The only thing different on my Galaxy S5 from Verizon is that there's no MMS Protocol to enter WAP 2.0. I was worried, but turns out I didn't need it. I haven't sent an mms in over 6 months until now.I have an Unlocked HTC Desire 610 from AT&T that i use on MetroPCS (with T-mobile network APN) and it stopped sending/receiving MMS messages. I fixed it and here's how I did it in my APN Settings:

APN: fast.t-mobile.com
Proxy: Not set
Port: Not set
Username: Not set
Password: Not set
Server: Not Set
MMSC: http://mms.msg.eng.t-mobile.com/mms/wapenc

The only thing i had changed was adding the MMSC of http://mms.msg.eng.t-mobile.com/mms/wapenc and my APN Type was originally set to default,supl,hipri . Adding the mms to the APN type was what fixed it for me. Hope I can help any future inquiries of this question with this post.
I have a GalaxyS5. Try setting the Bearer to LTE. That worked for me. Good luck.I have an unlocked ATT HTC One M8 for Metro and I'm noticing that I can't send nor receive MMS messages even with 4g lte on. I tried using Metro and T-Mobile's MMSC on the APN but neither worked. Is there something wrong/missing from my APN?

I did a short instructional video. But for now, if you scroll up, you'll see my comment about the HTC Desire 610 where I said it worked. I used that method.
It also worked for my Samsung Galaxy S5.FisghingforBears,THIS USER HAS THE RIGHT SETTINGS FOR MOST HTC,AT LEAST IT FIXED MY HTC DESIRE 619 ISSUE,CHECK IT OUT.
