Help Can't share internetconnection

I'm in Canada at the moment and I got myself a local SIM. (At home i don't have these problems)

When I set up a hotspot, other devices (samsung tab II, ipad2, iphone, ipad air and laptop) can connect but internet is blocked. When I try to share over bluetooth or USB same thing happens. So connecting the devices is not the problem, sharing the internetacces is.

Does the phone itself connect to the internet? If so, could the Canadian SIM doesn't allow tethering, i.e. sharing the phone's data connection with other devices. You'll have to check with the carrier for that, and if necessary you might have to pay an extra tethering fee, all depending on the particular data plan.
 
When you turn on your hotspot, do you get any pop up message? Anything about tether provisioning?
You could also try a tethering app like Foxfi or PDA net.
