Maybe the whatever it is app or service you're using expects you to have a paper copy of your resume, and that you take a picture of it?

I presume you've only got a DOC or PDF e-copy of your resume. Might be worth you contacting them about it, and see if they can provide you a way to upload it.

are you using an app? what do you mean your phone only give you camera option? where does it give you this?do you have a physical copy of your resume? or is it in a file format as @mikedt suggested?
