I am tethering to the computer to use the phones internet with pdanet and the battery is not able to keep up while plugded into the computer via usb... Is these any specs on the amps or volts to keep the battery charged
The maximum you can draw from a USB 2.0 port is 100mA. How much the phone is drawing from the battery depends on whta you're doing with the phone at the moment. About the only way you'll know for sure is to put an ammeter between one of the battery terminals and the contact it usually connects to and do various things. (It's too variable to be a "spec".)
Use a wifi hotspot in the phone, connect the computer using wifi and keep the phone plugged into a larger capacity charger.
I run into this problem as well. If you can spare the extra USB port, then you could take a second USB cable and splice it into the data cable. Same voltage, more amps, problem solved.
