Help CAT S60 - Android don't start after Factory Reset

I reset the phone by reset to factory settings. Then the Android setup wizard started. This wizard does not want to start the phone, writes that due to the reset the phone is locked for 24 hours, but after 24 hours still do not want to run.

My question is:
How to upload and where to find the current firmware? or how to erase / bypass what blocks the ability to start the phone?
 
That sounds like FRP (Factory Reset Protection). Did it not prompt you for the last account password when you reset it? There is a 24-hour wait if you change your password after a reset.
 
It was a bit different. I changed to another cell and this one got another person. I did as always Factory reset and gave the cell to that person. The person who got this Cat S60 at the time of system startup typed their google account data and flap. Several people tried to unlock it, but without success.

I think about this total reset, which will let you start your phone as if it were new.
There would be a tool to erase all the remnants of me, or re-upload the system image.

Generally I have always done this and I had a lot of phones, mostly Samsung Note1, 4, 8, Galaxy S2 plus and never had a problem running from the beginning.

FRP was introduced in Android 6.x so your other phones probably would have never encountered an issue.

The person who got this Cat S60 at the time of system startup typed their google account data and flap. Several people tried to unlock it, but without success.

The proper procedure is to remove all accounts prior to performing a factory reset. This way, when the phone starts up, FRP is not active and anyone can use the phone as new. If there was a Google account still on the phone when you performed the reset, it will be looking for the credentials for that account (I'm assuming it was your account) and that would have been the credentials needed to proceed. If the password gets changed, you must wait at least 24 hours for those changes to be active, but you'll still need to reactivate the phone with original credentials using the new password.

In theory, that's how it's supposed to work, but we have seen several instances where it's problematic. I'm not sure what's available to flash this phone with the original firmware or even if this will resolve the issue.

Assuming you do get access using your account, before performing a factory reset go to settings>accounts and remove any accounts setup including yours. Then do the factory reset and everything should be fine.

Every manufacturer calls this maintenance mode something different. Samsung calls it "download mode" not sure what the term for CAT phones is. But, I can't guarantee that even flashing the stock firmware would release the lock. It should, but it all depends on how FRP is implemented with this phone.

It is not necessary flash the stock firmware, only delete data in download mode
 
I did this:
I entered my email and of course I do not remember the password;), so I have to change my password to authorize on the second cell I had to confirm that it was me and went :) let me change my password, but there must be large characters, small characters, digits, stamps and a minimum of 8 characters in the password - finally succeeded.
2. I got the beautiful information that everything worked and the password was synced with the account, and then I was asked to log back in to the google account.
3. Login to google account with new password failed, because last changed password, so the ability to log in to my account was blocked for another 24 hours - thank you Google;)

Conclusion:
I bought an Android phone for a lot of money, got an electronic scrap that I can not use unless I'm doing what Google wants.
Google wants to know my contacts, have copies of my photos, analyze my voice, look for my pupils, get to know the fingerprints of my fingers -
I wonder why all this is for him? ;) - well, we become an inventory, I will not be able to scoff a little bit in the presence of a mobile phone with the Google system installed because I will punish me by blocking my account for the next 24 hours.

Forgive me for my tone, but I am deeply disgusted with what is happening in information systems.

I know how to run Android Recovery or reboot to bootloader.
