how do i track a samsung galaxy and it not be noticed by the person im tracking

Without a court order/warrant that is illegal in most places (tracking without the other persons knowledge). At best its stalking.
If you are the owner of the phone to be tracked (eg its one of your kids and you gave them the phone) then that may be OK. Install a tracking app on the phone and dont tell them. (or do tell them but lock them out of the app so they cant disable it)
