Cell Tracker; installing jar and tar files

Anyone installed this software on their phone? I have a Samsung GS2 and am looking to install the software but continue to get the error message"no application can perform this action". The files are jar and tar files. I understand that these may be incapable with Android OS (I am new to this) but user manual from vendor makes no reference to this. Vendor support is very weak so looking for some help from someone who may have had success installing this software or who knows their way around how to install jar and tar files (and how to get the application to launch). Thanks
 
What is Cell Tracker used for? Do you have a link to the application that explains what it does?
