Cellular data off/cdma only not working?

I want to completely shut off data connection to cell towers at will and use only wifi. Cellular data off still displays 4G and indicates data transfer via the arrows... and according to my VW account, my data still gets used. So I also tried cdma only and that started using 3G. The only successful course i have found is AP mode which is annoying because i can't do calls/sms as well.

Bring up your widgets, there is one called power options. The selection with the up and down arrows controls your data connection on and off.
