Help Change IP Adress

I need to change my IP address on my phone. Can it be done without restarting service?

Yes, try this (maybe the menu texts are little bit different, I'm lazy to switch my phone to english)
Settings / Wireless& Networks / WiFi Settings, press Menu and select Advanced, tap IP-Address and enter desired settings
