I have a samsung Galaxy S3 and it is plugged into my computer and says it is charging in the battery icon but the percentage is going down. I only have 5% so this is an emergancy.
 
No reason to post 3 times. If no one is around who can answer your question, no one is around.

As far as your problem, turn the phone off and let it charge for at least 12 hours. Then turn the phone on and if it's still at 5% get back to us.
 
Are you running it heavily (gaming, using 3G and GPS together)? If so the usb socket may not provide enough power.

I'd certainly consider trying another usb socket, maybe another cable if you have one. And minimise what you are running (or turn it off).
