Help Charge loop

Hi everyone...

About a year ago, I thought I hard bricked my Nexus 4 due to kernel tweaking. Turns out it just needed a new battery. I got one off eBay and plugged in the phone. Except now it's in a charging loop, where it turns on to tell me it's charging, then dies because it expended all its battery. I got CM to boot fully twice, once on charge and once off with 2%. When on charge, the system couldn't keep up. It seemed like it was continuously charging and then... Not charging. Battery saver kept turning on, and the system just lagged hard. Everything seemed to work on the off charger boot, but obviously 2% isn't much. Was I sold a faulty battery? Is my AC adapter (5V 1.5A) or USB cord bad? I'd love some insight.

Well USB cable is easy to test: try a different one. Likewise for charger (you can even use a USB socket). But TBH if it wasn't a problem before the new battery and is now, then either a bad battery or a problem with its installation (or damage to something during installation) would sound quite possible.
