Can I use my samsung galaxy s3 charger to charge my samsung tablet ? If so what adapter is best.

That usually isn't a problem. It may charge slow if the phone charger output amperage is lower than the tablet charger, but it shouldn't hurt anything.
 
If you need an adapter, chances are that you shouldn't be using that charger, but almost all phone and tablet chargers are microUSB these days, so it should just plug in. As Unforgiven said, if the charger isn't supplying as much current as the tablet charger does, it'll just take longer to reach full charge. (You should also have a USB cable that came with the tablet. You could plug that into the tablet and into a comnputer or laptop's USB port to charge the tablet.)
