Charging issue!!!

I have a samsung vibrant by tmobile, itll be one year in october, but my phone has been acting up, when I plug it in to charge, it doesnt charge, when I check the status on my phone for battery it says "discharging" so I have to turn it off and then back on, my battery charges fine after that.....anyone know why its doing that & how I can keep it from doing that????

my phone does that zometimes but now if i plug it in and it turns right a lil bit it will reboot the phone and then it will charge.. sometimes
