Help charging port issue

When I plugged my phone in last night it would go straight into car mode. the charging light comes on but it does not charge.

I have an app called Battery Monitor and when I open it and plug my phone in it tells me my phone is plugged in, but discharging. Strange thing is, when the phone is unplugged it will also say discharging, but the word is red. when it is plugged in and says discharging, the word is green, like it should be charging.

I can wiggle the cord around a bit (the port has been loose ever since I got my evo at launch) and the result will change. It will either say, unplugged and discharging all in red, plugged in and discharging in green letters, or if I get it JUST right it will say plugged in and charging but regardless of the fact that it is plugged into an AC outlet it says it is plugged into a USB port.

Does this sound like a cable issue or a port issue? I am probably reaching the end with my evo anyway as it is no longer supported at all and sprint had about the worst coverage ever where I live and they seem to have no interest in improving their coverage areas. US Cellular and the galaxy S3 are about to get a 12 year sprint guy coming their way. But i'd like to keep my evo working and chargeable for another month or 2 at least.
 
You might have a close look at the port for dirt and fluff.

BTW, Battery Monitor Widget shows the same at my phone, after plugging in, "Discharging" with green letters.
It takes a few minutes for to change to "Charging" with green letters.

That tells me it is a port issue. Having to wiggle the cord and you saying it's been "Loose" is the reason.

Blew it out with some canned air, nothing seemed to be in it. Also noticed when the battery monitor says "plugged in" but also discharging that the mA value is still red and always between -90 all the way up to -500. So it really does appear to be plugged in but genuinely discharging. I watched it go from 90% battery to 89 this morning while "plugged in and charging."
