Charing battery problem

Samsung galaxy 3 is on charger all night but it has not charged at all. What's the problem?
 
Bad battery, bad charging circuit in the phone, bad USB connector in the phone, bad USB connector on the charging cord, bad charger, charger plugged into dead outlet. Probably a few I'm forgetting.

No way to tell which it is without being there.
