Cheap device with USB host

Hello,
After searching here and a lot of comparison search engines, couldn't really find what I was after.
I'm looking for a recommendation for a phone that supports these features:
1. 4 inch screen or bigger.
2. micro usb host (micro usb b if necessary).
3. GPS, Wifi, micro sim, Unlocked.
4. IPS screen preferable.
Under 110$ budget. Including chinese phones and used phones in good condition.

I think "used" is about the only kind that a) will work and b) will fill your other conditions. Unless you want to go to China, as Mike says, and try them out.

(If the phone didn't have to be unlocked, there are many phones you can get with a contract that would meet your conditions - maybe even including the $20 or $30 for the unlocking code. But that ties you to the carrier for 2 years - and you end up paying full price for the phone anyway, just a little each month.)
 
I don't mind buying a chinese phone with some reviews. But after looking at some devices I saw in one place that they support USB OTG and at another website that they doesn't support it.
Unfortunately I'm not from U.S. so I can buy a contract phone.
 
The device is not for regular everyday use. I'm gonna use it for a hobby. I have a dongle that fits micro usb but needs a host. With that phone I'm gonna track my model airplanes (That's why the GPS), IPS screen for sunny days to see better, and WIFI to update and upload data. Nothing serious will run on this device. No photos or music. Just 3-4 apps.
 
Sounds like you don't necessarily need cellphone functionality for this application, what about using a small tablet instead? Many of the ones you might find at the local supermarket or Staples etc. do have USB host capabilities. Most of them will be Chinese, but you'll be able to check them out personally and see if suitable for your requirements. Plus you have full warranty etc, and non of the risks of ordering directly from China.
 
A tablet could work, but the screen size has to be under 7".
If you find a tablet that fits the requirements I've written above, especially GPS, without the micro sim I'd love to hear about it. But again, couldn't find what I was after.
About going to a supermarket buying a cheap tablet, here in Israel the cheapest and worst tablet will cost twice than ordering online.
