Help Clock issues

I travelled to a different time zone for the holiday and had WiFi but the time on my Nexus did not change to my location, but stayed on my home location. Tried checking and in checking the "home clock option" and my location using google services was checked. GPS was off but that shouldn't matter? My sons iPod touch even updated without wifi when we landed on the Tarmac......anyone else had this happen? Should I have to manually set new time zone even if the automatic date and time is checked? Thanks

Do you have it checked off to update/set automatically?
This is from my Gnex, but it's quite similar to my N7:
(Settings - Date and Time - check off update automatically)

Yes, but N7 does not have the time zone setting. Just the network provided date and time.

GPS was off but that shouldn't matter

I am not sure you are right. How do you want the N7 to determine where you are without the GPS. Try next time with GPS on.

Have to say I've never left my time zone with my N7 so can't confirm. Here's a screenshot of that same section:
