You need root privileges to use Titanium Backup - so you can't really use that until after rooting (although I believe there are similar non-root-required apps out there, but I have not tried (or searched for) any of them). You don't necessarily need to be rooted to use CWM, although often times those tend to come about simultaneously (i.e. comes pre-packaged in a custom rooted ROM or kernel) - and CWM isn't really an "app" per se. That being said, you can ODIN just CWM, but unless you flash at least a custom kernel CWM will be overwritten when you boot up the phone - I've heard of cases where that doesn't happen, but I believe that is what usually happens.
