why cant some of the games in play store cant be downloaded as well as youtube application

Defined "cloned S4". Do you mean that someone took a real Samsung S4 and cloned another one? In that case there might be a network problem.
Or do you mean a Chinese phone that claims to be a clone of an S4? In that case, it's not a clone, it's a kinda-sorta copy of something like an S4, but not enough alike to run a lot of the software that the real S4 can run. There are a few Chinese "clones" that are almost real, but the majority of them are like a Porsche body with a lawn mower engine under the hood.
