"Shut" is relative, so you can either shut down or shut up.

Closed is absolute (tentatively speaking.)

A sign saying 'Closed' doesn't necessarily mean that everyone cannot enter.

The business purpose of an establishment may not be available during certain hours, or has permanently ceased, but entering may not be forbidden. It may even be welcomed.
