The problem I had was save games or game progress not being uploaded to Google's cloud (only achievements were) making transfering progress from the phone to the tablet and vice versa impossible.
(this annoyed me a lot, and there was literally no helpful documentation on the web*. I am posting this step-by-step here, so it 'll show up in Google search, for other people that may have the same problem).
Here are the steps:
1. Go to Android's Settings -> Backups (on some devices it's Android's Settings -> Accounts -> Backups)
2. Check "Back Up My Data", then in the second option select as your backup account the same account you use to log in the Play Games app, and enable the third option too (automatic restore).
3. Repeat for your other device.
4. Go to the device with the most progress, and make a bit more progress. Then if there is a "force sync", "upload to cloud", or "save to cloud" option somewhere (in the options or in the screen showing your game profile), click it for good measure.
5. Go to the device with the least progress. Now when you launch the game it should find the cloud save** and ask you if you want to use it (answer yes obviously).
There, all good.
This bug affects Vectory Unit games (my particular problem was with Beach Buggy Blitz), but probably affects much more games out there. And yes it's a bug, because it's an "all or nothing" approach. I have to upload all my settings to Google for cloud save games to work? (which is a separate service anyway?) What?
*Vector Unit recommends you nuke (uninstall) PlayServices and reinstall it... Nope.
** If it doesn't, close game and clear app data (Android's settings -> Apps/AppManager -> find the game -> force stop and clear cache and clear data). Then run the game again (make sure to login to Google+ or Play Games if the game has the relevant icon).
