I am running cm 11 122915 version. (While the camera is normal) performance is awful, Madden mobile stutters and so does candy crush, and geekbench isn't as good as Cm 12.1 (since cm11 has a 1.19 GHz compared to cm 12.1 1.59 GHz.) My point is that is there any kernel or tool that can fix this issue???

The Volt processor can't be overclocked, regardless of what the kernel settings say, so that shouldn't be a factor in any of your decision making. I would suggest using Kernel Adiutor as your kernel tweaking app.

Yeah but any suggestions for stuttering games?

Madden is a RAM intensive game...maybe you need to setup swap. Made a huge difference for One Finger Death Punch. Going full GPU rendering might help too. There's mods for both in the all things root guide.
