Okay, I've been up and down, left and right, with this damn phone since I've installed CM10. But, I've found out how to fix it! If you're being annoyed by this issue, here's goes:
1.) Tap and hold the notification for "New Voicemail (1)" notification. DON'T let go, slide down below it first, completely off the notification, and then let go.
2.) Click on "App info"
3.) Strangely enough, it's tied to your stock "Phone" app, and not the "Voicemail" app, which there is none in CyanogenMod.
4.) Hit "Force Stop", then "Clear Cache", Clear the defaults too if you want. Probably not linked to the issue, but why the hell not, right?
5.) Your phone will most-likely freeze for a minute (Mine did, for about 45 seconds), and then you will get a Force Close box. Click okay.
6.) Now, your notification has been removed, and hasn't been back for about an hour. Personally, I've set a backup from this point, so I don't have to fight with it ever again, especially if this issue was in a previous backup. I'd rather not hassle with it.
To do a backup, your need to be *ROOTED*, and have CWM. Navigate to "Backup and Restore" then hit "Backup". Then, ta-da. Your problems are solved! No more bullcrap fake notification.
Now, I can't exactly tell you whether this is a long-term, or a longevity fix, but it's been about an hour or two now, and even starting up the stock phone app didn't bring it back. I think we're in the clear.
EDIT: The notification DOES NOT come back after reboot!
