You asked the question, here's the answer (for those that might face a similar situation): Last year Google served a cease and desist order on the guys who run CyanogenMod, requiring them to stop providing THEIR products with the CM roms. It started with Koush and Cyanogen but spread to several other of the custom rom makers - they released their roms without Google Apps (primarily the market and GMail) but usually provide a url to download them from. It's a PITA, but don't blame Koush & Cyanogen, blame Google.
For the most part, if you're a compulsive rom installer, one set of Google Apps will work on any rom - apps are apps.
