Comparison of Android 2.3 vs 4.0 process managment

How does the process management differ between Android 2.3 and Android 4.x. Specifically, I am wanting to know if a process/application manager is of value to install on an Android 2.3 device?

I'm sure it's different to some degree, but no, 2.3 should be fine without one. They may have had a value with 1.5 or 1.6, but by 2.3 they weren't needed (I used 2.3 for more than 2 years without one).
