what do i need to do so that i can use my galaxy tab 2 anytime with out having to use free wife

Hi alliswell19577, welcome to Android Forums.
I'm guessing that you're Galaxy Tab is a wifi only model? If so, do you have wireless internet at your house? If so, you should be able to connect to that wifi network.
Or, if you have ethernet cables (no wifi), you should be able to use an Internet Sharing mode in your computer to share your connection over an ad-hoc wireless network (assuming you have either a laptop with wifi or a wifi dongle)...
Now, if you want to connect your table to your phone connection, you'll need to look into how to do that with your carrier and your device, but it should be possible for most devices.
