Is there any android phone on the market that while on a call you can conference in an incoming call instead of just switching over to the new call.

Do you mean 3 way calls ?
My evo does ....and I think all of them do

It depends on your phone plan. Talk to your carrier.

technically yes a 3 way call but... Say you are on a call and you get a beep (call waiting) is there a way to just add the person calling to the call you are already on making it a conference call aka 3 way call
