Connecting Samsung S21 to a voip service

My landline has been ported across to a VOIP service.

Is it possible to use my Samsung as a VOIP handset to receive any calls made to the old landline
 
Your S21 supports VoIP but more importantly does your current carrier also support it? Most don't charge extra for the service but some do have a option to enable/disable it in your account settings. Also, if you didn't transfer your old landline phone number to your carrier account service than no, that old phone number isn't available to you now. Unless you still have your landline phone service.
 
If the S21 supports this I don't knows how i connect the phone to the SIP provider! I've looked at the options everywhere and can't see it

You might need to install and use a particular VOIP app. Suggest you check with your service provider, as to what they might require and how to setup. I know VOIP services like Vonage and MagicJack require an app. Of course I don't know who your SIP provider is, so I can't really help much more probably. There are generic SIP apps, but they need to be configured for your particular SIP provider details, e.g. SipDroid https://f-droid.org/en/packages/org.sipdroid.sipua/

Setting up a SIP service on your phone is really something you need to be doing through your carrier instead of an online Android help forum site.
