Apps connecting to Oracle 10g database

Hi,
I am trying to develop an application for a students but I really don't know how to connect to the oracle database. I just want to connect to the central db and execute sql statements.
 
what error is displaying when attempting to connect?

i personally would hit a web service from my android application and not try to connect directly.

within this web service i would then connect to the DB and do the necessary work.
