Help Connects to Wifi, no internet

My boyfriend's S3 is having issues, not just at my apt but everywhere when he connects to Wifi.
Here the phone says it is connected but when you try to access any webpages I get the "webpage not available" error. I've tried turning off mobile data, not allowing it to disconnect while sleeping and going into the hidden menu with the *#0011# code and nothing works. All the while the Wifi says it is connected and the signal is strong.

I'd rather not start changing anything on my router as nothing else has an issue connecting but THIS phone.

I've got an old airport extreme (the one that looks like a mushroom) and easily connect my HTC T-Mobile G2 to the connection as well as laptops and computers, even all his old Android phones never had this problem.

Any insight?

Before you do anything else, go to each wifi connection he has and tell the phone to "forget" the connection. Then try to connect to a new connection. If that doesn't woek it could be a hardware problem in the phone.

Is this phone also having problems connecting to Google Play, accessing email, or other network-centric services or is it just a matter of this 'webpage not available' in the browser? Also, is he just using the default Android browser or has he also tried a third-party browser like Firefox or Opera? Maybe this is just a corrupt cache file issue so a different browser might not have the same problem.

So I tried forgetting all the networks and re-connecting to mine and it doesn't work.
Network-centric apps also don't work. The default android browser doesn't work.
He said at my apt and his job it doesn't work, but at home with his Fios it works. No clue what could be happening, does that make it more confusing for anyone else?

Just taking a wild guess but on PCs I encounter that 'see' the network(s) they're connected to (no problem accessing Servers, other PCs on same domain, etc.) but only have a problem with accessing the net, more often than not it's a DNS issue.
Since the problems you've described sound similar, maybe try changing the DNS on this erring phone when it's trying to use your home wifi network -- the 'Static DNS for WiFi' app on Google Play will do this.
(Of course since his phone can't access even Google Play on your wifi network this will be a 3G/4G task.)
