On s4 could create contact shortcut just by holding down on a contact then selecting create shortcut. Can we make shortcuts on s7?

You should be able to. Long-press a blank spot on the homescreen and select SHORTCUTS, then either Contact, Direct Dial, or Direct Message. CONTACT gives you the option of either calling or messaging the person, while the other two will automatically call or text the person.
