My phone model is Samsung Galaxy Y S5360. Whenever I go to contacts. It's empty! It says "Get SNS friends to import contact from your accounts" HOWS THIS?

Welcome to the forums.

Your contacts will only contain the information you have input. The SNS prompt is only if you are interested in downloading (syncing) your contacts to social media sites (ex. facebook)

Once you start adding contacts manually or via SNS you should be able to link the contact information to your google account for backup and import to other devices.
