Go contacts for contacts.
Chat really depends on what you want. Hangouts replaced what used to be called Talk.
(Make sure that you're not just missing the icons in the tray and the apps are in the app drawer. If they are, just long-press them and drag them to the homescreen, then you can drag then to the tray.)

I did find my phone contacts, though I do not have an icon/folder/link labeled "Contacts" when I open the app drawer.
By "chat" I was referring to a texting app. On my RAZR I could chose call or text for all my contacts -plus- I had a text icon I could choose from the app drawer as well as set to a home screen. Is there such an item for the Tbolt?
