Control android with android

I see a lot of programs to control a PC with android phone but can you control say, a tablet with an android phone?

But if you're watching TV on a tablet, why do you need a remote? If you watch TV on a tablet at more than an arm's reach away, the picture is too small to really see clearly.

I can see a use for that app now that tablets are coming out with HDMI
