Controlling sync and wifi together

Can anyone recommend a solution for controlling sync and wifi so that, for example, my device switched on wifi for, say, 5 minutes, once an hour, and then triggers a sync operation at the same time?

GreenPower has this. It's a battery saver app. I have the premium version, but I think the free version has this. In the "Manage Autosync" settings, You enable it, then activate, Sync only with WiFi with the Minimum Delay Between Syncs set to 1hr.

It's looking good - in 7 hours overnight without being connected to the charger only 10% battery was used and I have it set to sync once an hour. I'm using the free version so it doesn't have the night time policy option but if it continues to work well I may invest in the full version.
