Help Cookies only pretend to provide options

Hello there! I have used a smartphone for six years or more and, for most of that time, when I use the Internet and chose any website, a window has appeared that gave me various options with regard to cookies. (I could reject all, or allow a selection.) Over the last few months, I have noticed that this "options" window does not stay visible for more than a second. Then, it disappears, giving no time whatsoever to allow all cookies or to make a selection.

I understood that it was mandatory on website owners (companies) to give the user the opportunity to choose what cookies should be stored on his or her phone. Is this instant showing-and-disappearance of the cookie windows a slick trick, allowing the company to claim that the law is being complied with, while at the same time allowing all cookies by default, by some crafty means? Unless one has a lot of technical knowledge, one can never know, because the window stays for only a second, these days. Can anything be done to combat the depositing of unwanted cookies in this way? If I am mistaken about the reason for this new phenomenon, why do the cookie windows not stay, until used and dismiassed by the user of the phone?

Thanks for that information, Hadron. Because I look after someone that is infirm, my spare time is very limited. So, it will be some time before I can investigate settings etc. This I certainly will do, when I can.

Thanks very much for that very detailed reply, ocnbrze. I use DuckDuckGo as my browser, and would not like to uae any other. My phone is a Motorola, which I like very much. However (as I have said to Hadron, another helpful correspondent), when I can find the time, I shall go over what you have said and do what you recommend. It's all a matter of finding the time to do it.
