Corded Ear Bud Volume Too Loud

I am using corded ear buds and when on a call, I cannot take the LISTEN volume down below a certain level that's still too loud for me. I can take it right down to ZERO with music or other media - just not in a telephone call. Does anyone have any ideas?
 
You are correct - they are JVC corded ear "buds", that connect via 3.5MM to an adapter to the USB C. However, I ran tests without the JVC using just the phone or the phone in speaker mode and it will only go down to ~ 12% and my Bose via Bluetooth go a bit less but still not to ZERO as the JVC, Bose and onboard speaker will right the way to ZERO in MEDIA, (Spotify, Youtube, etc.), so the issue seems to be unique to PHONE.

what you have are in-ear headphones and not buds, just so that we get the terminology correct.

so when a phone call is coming in what volume is it at?
 
Thank you for your help! When receiving or making a call it is at the last volume I've set for a call and that is at the very lowest setting. I have shared a screen shot - the volume will NOT go lower for a telephone call and that volume is too loud for my ears.
 
Yup...I get the theory but the volume is still too loud and I have tried that app and several others. Oddly, my S9 did not have the same problem so clearly this is an improvement, (sic). Thank you so much for your suggestion.
