Don't believe all you hear. Task killers and the like do more harm than good. Android does a very good job conserving battery juice. No third party app does better.

That has nothing to do with what the OP asked. He asked about cpu throttling, not task killers.

There are apps that require you to be rooted (and appropriate kernel) to use such as SetCPU.

I would also recommend rooting and running SetCPU

They can help. I wouldn't rely on them solely to improve battery life though.
