Apps Create AVD from user-defined device: no system image installed for this target

When I try to create an AVD from user-defined device: CPU / ABI keeps saying "no system image installed for this target"

Latest AVD Manager on latest EclipseADT ADT Package 23.0.2

I know I got the image installed and I restarted as suggested in an old stackoverflow thread and it works with a generic device definition.
