Help Create Recovery SD Card

I know that devices are needed to create or install new custom / stock ROMs to update any android device.

How can it be done if you don't have access to the devices - bricked, or blocked by FRP etc etc

I have a downloaded ROM update, but i dont have the first idea on how to transfer it correctly on to the device with a new SD Card

Can any experts please please please please help me, and point me in the right direction !!!!!!!!

What phone do you have? Is it rooted? Is this just an update for your phone? Or is it a custom rom?

The problem is with a tablet i have Archos Alba 10' tablet - it will not let me verify my google account for whatever reason.

It is not rooted or hacked etc etc - i just want to wipe it and restart it - my phone is a Note9 also not rooted

You need to put the appropriate firmware image zip on a micro-SD, then the recovery should be able to flash it. First of all you need a computer, or another Android device to put the firmware zip on a micro-SD. Then insert it in the target device to be flashed
and second you will need to find the frimware for it. i have checked and there is nothing that i can find for this specific tablet. archos for whatever reason does not have any support for the alba series. i would still contact archos for support.

just curious have you tried a hard reset? you should be able to get into recoivery and select factory reset.
