I have a computer program that is written in Virtual Basic. I was wondering how I would go about making it Android app?

You'll have to re-write the program in Java.

You should write the program in java using Android studio or Eclipse

What does the Visual Basic program do?

There may be different approaches to solving your requirements. There are some pseudo-programming apps that solve a wide range of requirements.
