Cyanogenmod 4g?

The radio is hardware in the phone and does not change based on the ROM you load. So, to answer your question, no, CM7 does not use any different radio than the stock OS load.

Also, Blur is just a launcher, not the OS and Blur has nothing to do with the radio.

Now, if CM7 uses any different Drivers for the radio, I don't know. However, there are not that many drivers out there for the hardware and the CM team tends to stick with the stock drivers as released by the OEM's in their SDK's. Focusing more on the interface and user experience of the ROM than re-inventing the wheel.
 
That won't be an AT&T decision. That will be if Motorola decides to change the Icon in the OS.

However, since there are two types of 4G (LTE and HSDPA+), and the Atrix uses the HSDPA+, I would think they would leave it as it is. In fact, I'm surprised the A2 didn't use the H+ icon as well since it's only HSDPA.

In my opinion, they should not use the 4G icon on any of their phones. Instead, H+ on the HSDPA only phones, and an icon that toggles between H+ or LTE depending on the service connected to on the Dual band phones.
